Medical Center Director

Mr. Jeff Beiler is the Director of the Coatesville VA Medical Center (CVAMC). In this role, he directs a staff of approximately 1,175 employees and oversees all aspects of health care operations of a complexity level three, specialty referral medical center. In addition to the main campus in Coatesville, Community Based Outpatient Clinics are operated in Newtown Square and Spring City, PA. Mr. Beiler served as the Associate Director of Lebanon VA Medical Center from 2017-2020, overseeing engineering, health administration, resource management, contracting, environmental management, human resources, logistics, procurement, privacy, group practice management, safety and occupational health. Mr. Beiler returned to the VA in 2017 from Horsham Clinic - Universal Health Services, Inc., where he was Chief Financial Officer for a 206-bed acute inpatient behavioral healthcare facility. He has significant and progressive experience within the VA, which includes leadership positions at multiple medical centers and in the Veterans Health Administration (VHA) Central Office. From 2015-2016, he served as the Chief Financial Officer in VHA’s Chief Business Office for Purchased Care where he was responsible for a $19 billion annual operating budget. He was also Associate Director at Philadelphia VA Medical Center from 2011-2015 and at Clarksburg VA Medical Center in West Virginia from 2009-2011.

Chief of Staff

Dr. Gliatto graduated from the St. Louis University School of Medicine in 1985 and completed residencies in both internal medicine and psychiatry. He began his career in the VA as a resident in psychiatry in 1988 and worked as a staff psychiatrist at the Philadelphia VAMC, including assuming administrative responsibilities, until 2009. He came to the Coatesville VA in 2009 as the Associate Chief of Staff for Mental Health. He was named Chief of Staff in May 2017.

Associate Director, Patient Care Services

Ms. Nancy Schmid was appointed Associate Director for Patient Care Services on November 5, 2012. Prior, Ms. Schmid was the Associate Director for Patient and Nursing Services at Syracuse VA Medical Center in Syracuse, New York. For five years before that, she was the Associate Chief of Staff for Extended Care and Rehabilitation Services and Associate Chief Nurse for Extended Care at Lebanon VA Medical Center in Lebanon, Pennsylvania. Prior to her transfer to Lebanon VA Medical Center, she worked for 23 years at the Western New York VA Health Care System at the Buffalo and Batavia, New York locations in both nursing staff and management positions. As Associate Director for Patient Care Services, Ms. Schmid oversees all patient care staff including registered nurses, licensed practical nurses, nurse practitioners, social workers and more. Additionally, she has oversight of all patient care lines including Geriatrics & Extended Care, Mental Health, Primary Care, Social Work Service and the medical center’s Magnet® accreditation process. Ms. Schmid brings over 20 years of nursing management experience to the Coatesville VA Medical Center. She is a strong advocate for patient centered care and while at Syracuse VA Medical Center, she advanced a Just Culture. Ms. Schmid recently served on a national Healthcare Workforce on Aging Veterans Executive (HWAVE) task force to identify the growing needs within Veterans Health Administration Geriatrics and Extended Care programs. Ms. Schmid earned a Bachelor of Science Degree in Nursing from Duke University in Durham, North Carolina and a Master of Science Degree in Nursing Administration from the State University of New York at Buffalo, New York. She is board certified in Nursing Administration, Advanced. Ms. Schmid holds memberships in the American Organization of Nurse Executives (AONE), National Organization of VA Nurses (NOVA), and Sigma Theta Tau.

Associate Director, Finance and Operations

Jennifer Harkins was appointed Associate Director of the Coatesville VA Medical Center in May 2017. In this role she is responsible for management of the administrative services at the medical center including resource management, health administration, human resources, police, facilities and engineering, environmental management, nutrition and food, logistics, and privacy. Ms. Harkins began her VA career as the Women Veteran Coordinator in 1993 at the Philadelphia VA Medical Center. Since that time, she has served in increasingly more complex leadership roles at the Philadelphia VA Medical Center. She was also appointed as the Interim Associate Director at the Wilmington VA Medical Center in 2014. She has served as the Associate Director of the Coatesville VA Medical Center responsible for Finance and Operations since 2017. Ms. Harkins is a Fellow of the American College of Healthcare Executives, graduate of VA’s Healthcare Leadership Development Program, has earned an Executive Leadership Certificate in Lean for Healthcare from the University of Tennessee Graduate School of Business and holds a master’s degree in Organizational and Strategic Leadership.
